Rebates are for eligible heat pump appliances installed on or after June 13, 2025, and are offered on a first-come, first-served basis when funding is available, for the pilot phase. If your project has not yet installed and there are funds available, you may submit a Reservation request.

1. Eligibility Requirements
   • Residential building with 5+ dwelling units
   • Installation address must be within South Coast AQMD jurisdiction. Use this South Coast AQMD link to verify your address. Search the map for your specific address using the gray magnifying icon in the upper right corner of the map.
     
   • The online Rebate Application form must be signed by the owner or property manager. However, an installer may apply on behalf of an owner or property manager by completing the Rebate Application PDF and required documents (see #2 below), then submitting to GOZEROmultifamily@willdan.com.
   • Each dwelling unit is eligible for one HVAC heat pump and one water heating heat pump, only.
   • Heat pumps replacing gas or propane furnaces or gas water heaters must be Energy Star certified. This requirement may be modified during the pilot phase if the Energy Star program ends.
   • Applicant may elect for the rebate to be paid to the Installer by signing the relevant section at the end of this application.
2. Required Documents

   • Completed Rebate Application
   • Installer’s invoice, which must include: (See sample invoice here)
     • Itemized costs for: Labor, Equipment, Electrical Upgrade(s), Permitting, and Other.
     • Model and associated Serial Number for each unit installed.
     • Rebate amount must be included if it will be issued to the Installer.
   • IRS Form W9: Must be completed by the person or entity that is receiving the rebate.
   • Electronic Funds Transfer (EFT) Authorization form
     (OPTIONAL): This enables Willdan to directly deposit the rebate and should be completed by the person or entity that is receiving the rebate.
3. Eligible Equipment and Rebates
• Use the applicable Rebate Code to complete the Appliance table below. Multiple space heating/cooling units servicing one dwelling unit are counted as one heat pump for rebate purposes. The total rebate will be capped at $300,000 per property during the GO ZERO Pilot Phase. If multiple applications are submitted for the same property during the GO ZERO Pilot Phase, the cap will be based on the cumulative total.
