GO ZERO Multifamily Incentive Program
The South Coast Air Quality Management District (South Coast AQMD) GO ZERO Incentive Program offers rebates for multifamily properties for eligible space and/or water heating appliances installed on or after June 13, 2025.
- Must be located within South Coast AQMD’s jurisdiction
- Owner or property manager in a residential building with 5+ dwelling units.
- Heat pumps replacing gas or propane furnaces or gas water heaters must be Energy Star certified.

Available Funding
Total rebate funding for the GO ZERO Multifamily Incentive Program pilot phase is $5.0 million, including both rebates and administration fee, of which 75% is allocated for Overburdened Communities

Overburdened communities are ZIP codes identified per Senate Bill 535, as defined by CalEnviroScreen.
Eligible Equipment and Rebates
- All eligible equipment must be Energy Star certified.
- Multiple space heating/cooling units servicing one dwelling unit are counted as one heat pump for rebate purposes.
- The total rebate for a project with multiple heat pumps will be capped at $300,000 and is calculated at the complex/campus level.
- To complete your rebate reservation or application, please use the applicable Rebate Code in the right column to complete the appliance table(s).

Reservations (optional)
You may be eligible to place a reservation if funds are available AND your project has not yet been installed. Submitting a rebate reservation does not guarantee you will receive a rebate. Reservations are recommended but not required. You are required to provide proof of incremental progress at least every 30 days to maintain your reservation.
Rebate Application
Once your project(s) have been completed, complete and submit the required documentation with your application.
Review
Willdan will review your documents and application; a post inspection may be required. You will be notified if additional information is needed and will receive email notifications as your application progresses through the review and approval process.
Payment
If your application is approved, Willdan will issue your rebate payment via check or electronic funds transfer to the payee designated on your application.
